Sometimes delay occurs when calling a cell phone. The reasons for the delay can be:
If the called party has a non-voice wireless service active at the moment a call setup is attempted. (Texting, e-mail),
If the called party is roaming
The called phone has not had recent communication with the cellular network,
If there is a weak radio signal which requires the network to repeat one or more command messages to or from the cell phone being called,
